Lift Kit?

I was crawling under my Dodge this morning checking the fluids and noticed that under the rear leaf springs there were blocks that looked to be about 4-6" in height. Do all Dodge 1st generation trucks have these? Is this a lift or a factory suspension set-up? Thanks!

All the 4x4's have a block between the axle and springs. The 92 and 93's have a larger one than the 89-91's
