So I have a 99 with a Rasp and the backup stock lift pump. When I have changed fuel filter in the past (12-13) times I have bumped the starter to fill the canister. I could always hear the LP running and some times on start up,but now I cannot hear the lp run at all. So whats wrong?? Thanks
 
First see if you have power to it. Clean the connections. Bump the starter without starting the engine,then go out and tap the pump with a wrench see if it will start. if all this doesnt work you need a new pump. I have changed 4 of these and the failure is not always the same. If it starts by tapping it I would still change it. Hope this helps.
 
The Rasp system I thought came with a Hobbs switch that allows the stock pump to run until the Rasp is up to pressure then turns the stock pump off. It would be wired in series with the stock pump. I would look there as the switch could be stuck or a broken/loose wire.
