Lift pump problems

I have a ram 1999 2500 TD. I recently replaced my fuel filter and followed the standard procedure. (toggling on the lift pump 4 or 5 times..... etc) Started engine and it ran for about 15 seconds then died. Hmmmm ... loosened input into fuel injector pump and cycled lift pump multiple times - no fuel came out. To make a long story short, it seems that the lift pump isn't able to keep a prime. Could it be that my lift pump is bad? any ideas?
