Lift pump question

I just got my new(?) lift pump from Cummins. Diesel fuel is literally dripping out of it and the paper wrapper is soaked in diesel fuel. Are these tested at the factory or is my Cummins dealer doing it to me again?

My two replacements both smelled like diesel fuel and the inside of the bag was soaked - so I'd assume they test them.
