Engine/Transmission (1994 - 1998) Lift pump

What exactly does the lift pump do? Where is it located? Does it effect fuel mileage?

It keeps fuel up in the system. On my '96 it's located on the left (driver) side of the block, toward the back and about 1/2 way down. There's a rubber booted primer button on top of it. My original one crapped out at around 130,000 miles, with slight leaking, and more than necessary turning over to start. You get fantastic fuel economy if it fails completely!!
