To replace that gasket, you need to remove the injection pump and possibly the fuel filter housing. You will remove the boost tube and air intake “horn” for access. When I changed mine, I put 3M Super Weather strip Adhesive in the groove of the gasket where it fits over the edge of the stamped steel cover. I didn't put any sealer on the rubber where it contacts the block, but cleaned the block with lacquer thinner in the area. I also replaced the rubber seals around the bolts. You should first check that the timing pin hasn't come out, the gear case isn't broken by a “killer” dowel pin or case bolt coming out, the oil pressure sensor is not leaking, and the vacuum pump isn't leaking. See my article in Issue 61, p. 102. You can get to TDC with the timing pin in the gear housing and get close to stock timing with the pin inside the injection pump. This pin can be accessed by removing a domed cap with a hex for a large wrench (around 15/16” if I recall).
