Replaced right rear shoes only 3500 miles ago because of a "Refuse" truck LOUD hum. Now when a panic stop is necessary, both rears are locking up. Both rear brakes adjusted well, parking brake functions as should. Thank you to all who share experience, and expertise. Blessings, Patrick

Did you change shoes only on the right rear?
Posi traction?
Shoes contaminated with grease, oil, water, etc.
Shoe brake material works too good or glazed. (high clay content?) Quality shoes?
Did you turn or sand/burnish the drum's braking surface to remove any glazing for a proper break-in?
Brake pressure differential valve?
Contaminated brake fluid?
ABS?
Murphy's Law?
 
What state is your ABS system in? They were never that good to start with and if it has been bypassed or disconnected that will cause your issues
 
Put a new drum on right side. Never touched ABS system. I thought it was a clean job on shoes & drum. Thank you for your experience, and input. Blessings Y'all. Patrick
 
Sorry for being late responding, from what you said it sounds like the ABS system has failed as on these trucks it is rear axle only, I don't know to test them for proper operation though. But mines been unhooked and by passed for years cause it failed and quality replacement parts don't exist anymore
