Looking for GCWR for 99 Dodge QC 4x4 5-speed

Trying to find info for my little brother.

1999 Dodge 2500 4x4 QC 5-speed. #8800 gross. How large of a 5vr can he pull legally to stay under his GCWR & what is the GCWR with the 5-speed? I know the 99 2500 4x4 QC with the auto & 3. 5s has a GCWR of 16k. Do you know what the same is with the 5-speed?
