Engine/Transmission (1994 - 1998) Losing Power

Problem - '94 3500 5 speed, stock tires with 4. 10 gears, and 175 hp motor. 15~1800 miles a year (39,000 total miles) stored the rest of the year. Been losing power over the last year. Slid plate yesterday and the performance got worse. The max boost was 11 lbs. and temps were around 800 degrees. On a 3% grade with 10k trailer I'm in 4th gear and 40 mph. Trucks falls on its face even without a load. Seems to be starving for fuel. Anybody else had this problem? Is it the overflow valve? What am I missing?

After reviewing the archives I'm going to check the overflow valve, fuel lines, pre-filter and run some algaecide through it.

i have seen the prefilter screen stopped up cause that. you also might check to wastegate line. i think yours runs up through the exhaust and between the v/c to the afc. i saw it rub a hole in itself against the exhaust manifold a few times. check the intercooler boots, bottom right side sometimes cuts itself against metal lip on inner fender. trouble may not be fuel, could be lack of boost. does it smoke? what color? Dave.
 
No smoke. Removed the pre-filter and it was clean. There were no signs of algae. Installed a new fuel filter. Checked the line to the afc housing and it looked good, pressurized the afc and it works. The line to the wastegate appears to be good. Will check fuel pressure from transfer pump tonight. Removed the overflow valve and stretched the spring. Went for a ride and no difference in performance.
 
If it starts good, runs good, and falls on it's face when power is needed then I suspect that timing has slipped.
