I have a friend with a 2002 Cummins and when the engine is cold and when you push on the peddle the engine seems to not any power. The engine buts out some black smoke like all fuel and no air and you can put the peddle to the floor and it doesn't speed up any more. This only happens when the engine is cold, after a while (Very Shortly) you can press on the peddle and it take off like normal. It seems like the waste gate may not be closing and not allowing the turbo charge to spool up. Any ideas from the motor heads out there?

What is the setting of the waste gate or is there any type of calibration I could check? I thought about using a low pressure air regulator to see when the gate begins to open/close. Does anyone know what are the settings? I am a Turbine mechanic so any thing you may suggest I am able to preform, are am I barking up the wrong tree.
