Maximum Boost at 25psi

I running a PE Comp, without the Fuel wire on 2001 4x4 automatic, 3. 54 ctd 2500. I turn buckled the waste gate and the boost jump from 20 to 25 psi with PE set on 1x2. Is the correct boost pressure for this setting or is the waste gate still bypassing.

My same truck as yours with the ez runs 30 psi, I had to really tighten that wastegate to get that.

My '01 w/six speed only pushes 28lbs with the waste gate totally cut out of the picture. That's with the EZ and the W/G hose blocked.
