I have about 12% hitch weight (I have a trailer tongue weight scale), plus with the Hensley arrow I don't have trailer sway issues. I checked the inflation pressure right after getting the tires, and inflated them to 70 psi, which is what the door sticker says they should be. I then tried inflating the tires to 80 psi, which is the maximum indicated on the tire, which didn't seem to help. Note that I am comparing how the same trailer, truck, etc. performed before and after new tires. The tires are the only thing that changed, so I'm pretty sure it's the tires and not something else.

Nisaacs,
You say "give them time to cure" - can you explain that? I've never heard of tires needing to cure. How long does it take? I've had them about 3 months now.

Three months should be plenty. This subject was discussed to some length in the 2nd. gen. forum, under no engine, alignment/sway issues, some good reading. Another possibility is the mis-match of front to rear. Your fronts are worn down and new on the rear. That can cause a steering response issue between the front and the rear. Also 4x2 seems to be more prone to this, and on my 4x2 Dodge too much air in the front will cause drivability problems that is not an issue with my 4x4. It might just be my 4x2 tho, but you might try about 50# in the front and see what happens.
