DITTO to what Neil said. I tried to say this earlier, there is no excuse for the miswire on the part of the GC. It CLEARLY states on the plug that the voltage is 120volts. I have installed several before. The 230V dryer plug is a completely different NEMA spec- you can't even plug an RV in to one because it won't fit. They do this to hopefully eliminate what happened to Andy.
With regard to an RV needing 230volts, that is technically correct for 50amp shore service. However, a 50 amp hookup uses two independent 50 amp legs. If you read accross those two legs you will see 230 volts. However, nothing inside an RV uses 230 volts- they feed from one hot leg and a neutral, giving you 115v. That's why a pusher or large fifth wheel can still function while pluged into a 30amp service, he just can't run everything at once.
