Jeff,
Easiest way to get extra horses is fuel plate, expensive way re-worked/ re-calibrated injector pump. There also screws on injector pump in different places. Some you can fool around with. There is at least one maybe two you need to leave to the pros.
Before up grading horses(Bombing) you need to make sure no other problems exist( base line is 100 percent).
Temps on coolant seem normal so is warm up period (slow).
Mileage seems off. But depends on driving conditions and habits.
This where you need to make sure base line is good. Check for leaks(fuel lines, lift pump fuel tank, high pressure lines-(use piece of cardboard for this)injectors... , air entering fuel system, compressed air being released(usually black exhaust), Turbo and components related to turbo function are working right.
Having fuel pressure test done will give you/mechanic good idea what is going on with fuel system.
Injector pump could be messed up(most expensive).
The return fuel valve can cause some problems
I usually average in town 18. 5 to 19 mpg on highway used to get 19 to 20 but because of leaking fuel lines been getting around 18. 5. Now that they are fixed hopefully will get back to 19-20 or will have to go back to drawing board.
TST plates start around $300 I beleive.
I agree with Jeff H post but you will not get as much extra HP as you will want with just those mods.
Good Luck
