Have him check the engine speed sensor first. It is located at the front of the engine right above the vibration dampner. It senses the notches in the dampner to determine engine speed. It's signal is sent to the PCM for determining RPM and also is vital in that it controls the voltage regulator built into the PCM.
It connects into the wiring harness at the top of the engine. It wouldn't hurt to clean the connector with a good electronics cleaner then make sure the sensor is adjusted properly. Use a non magnetic feeler gauge and adjust the gap between the sensor and the dampner to 0. 050"
He should check the voltage at the plug. If the 95 is like my 94, it would be 8 volts between the orange wire and the black wire. He also has a 5 volt source at the PCM but it is only used on the TPS.
If he gets 8 volts between the orange wire and the black wire at the plug, but still has the problem, you could try your sensor in place of his. If that makes no difference, I would guess a PCM problem or possibly a bad ground somewhere.
