I bought a set of Rancho RS9000 shocks off ebay

Are these shocks supposed to be gas charged? My understanding is that they are. My experiance with a gas charged shock is that there is a positive pressure inside the shock so that when compressed, the shock extends back out to it's full lengh due to the gas pressure inside the shock. When the shocks arrived today, they don't rebound out to their full lengh as I expected. It is like there is no gas pressure inside the shock. The dampening knob works: In one direction there is considerable dampening and in the other direction the dampening is much less.
Does it sound like these shocks have lost their gas charge?
