Removing the pump is NOT necessasry... If Cummins can't do do, try taking it to a Kenworth or Peterbilt service center. They will probably be able to do it, and if not, they will know someone who can.

Timing the pump on the truck takes about 3 hours. You have to remove #1 intake pushrod and delivery valve, then you insert a dial gauge into the pump. Pretty simple, just takes some time. #ad

What is the purpose of removing the #1 push rod. I'm just curious, i just set my timming and i did not do this just wondering if i'm missing something.

I'm still looking for somebody in the Jacksonville, Fl. area that knows his a** from third base about setting the timing on a 96 12 valve. Cummins dealer here has no clue. They didn't even want to fool with it. Sent me to a couple of independent shops who knew less about it than they did.
 
You need to find a Bosch authorized shop with a "pump" machine that they can put the pump on and set the timing and give you a print out of the pressures on each line. Once that timing is set, they will put it back on the truck and set the pump to the engine. Cost is about 200 bucks for that. Most Cummins shops can't do that because they don't have the equipment. Here in Macon there is a place called A&M Turbo/Diesel Electric and they do this kind of work. Do a web search on Bosch and they should be able to tell you where a shop is close to you.
 
The purpose is to install a TDC locator. Makes it much more precise than the "companion cylinder" method. The llocator works by pushing the intake valve down slightly, and then when the piston comes up, you can see exactly where TDC is with a dial gauge. Plus, doing it this way is easier and faster than using the impossible to reach timing pin. That thins is a real PITA to line up with the hole in the cam gear.

Which method did you use to set the timing? What did you set it at, in terms on mm/lift?

Just so you know, spec for timing on the 96 is as follows:

CPL 2174: 4. 5 mm/lift @ TDC
CPL 2022: 4. 5 mm/lift @ TDC*

2022 & 2174 are for the '96 180 HP engine.
*CPL 2022 has been re-marked as 2174 as per TSB 18-11-96.

CPL 2175: 5. 2 mm/lift @ TDC
CPL 2023: 5. 1 mm/lift @ TDC

2023 & 2174 are for the '96 215 HP engine.

I agree with Evan if you are just timing the pump to the engine. Based on Cummins saying they can't do it, I was assuming they were talking about doing a complete pump test/setup and then reinstalling the pump back on the engine to be timed. On my 98, Bosch had a TSB on internal pump timing indicating a recommended timing change that was internal to the pump. The only way the shop would do it was to remove it, put it on the machine and then reinstall and time to the engine. There was a noticeable difference in the truck after I had it done.

I bought the kit from snapon.
I set mine to 6. 2 mm lift. I used the timming pin to locate tdc, i marked it then rolled it counter clockwise like a 1/4 turn then i loosened the #1 intake valve adjustment and ran it in about 5 turns started to roll it back to tdc per the pin, untill the valve touched the piston marked that, loosened the adjustment rolled it clockwise past the tdc mark about a 1/4 turn. ran the valve back down 5 turns and rolled counter clock wise untill valve and piston touched and marked it. Back the valve before i forgot. measure distance betweem the marks you made where the valve touched the piston, then right in the middle is exact tdc #1. Piers at PDR told me this. My timming pin happened to be correct and i did not have a problem getting to it.
