Does anyone know where this is documented in the Dodge Manual? I've searched on all 1752 pages of the manual and can't seem to find it. In the removal / installation section it isn't there for sure.

Thx Agree with that in general.

i should have been clearer in my description,

I'm referring to the fuel fuel pre-filter bowl install torque and I would think that is more about how much the fuel heater element and seal is compressed rather than bolt strength?

Yep just did it by feel - probably is about like a oil or fuel filter if you think about it - wrt compression for the seal
 
I safety wired mine after it came loose and fell off on the highway. After the tow home I went underneath to find the problem and saw shiny metal looking back down at me. Then I found the cover resting between the battery cable and block. What are the odds? Fwiw I have a large electric fuel pump that may have contributed to loosening it.

yeah you dont need to torque it with a torque wrench ... but I would think 25-30 ft lbs would do... or like snugged down to where you feel a sharp increase in resistance and 1/8 turn more
