Engine/Transmission (1998.5 - 2002) need to know how

Need help... what tool(s) do you use to put Exhaust manifold bolt retention straps i used tsb and it didnt work and when i went to get new one thay arnt the same so what do i do now any help

Lemme guess, this TSB fixes the problem of exhaust manifold bolts backing out and disappearing?????? Man, I wish I had known about this sooner. I had to go to the dealer and get two new bolts... #1 bottom and #3 bottom were gone.
