I can only guess that wiring into the door switches release the seatbelt when the door is opened. I have noticed that after a while the seatbelts lock again, if you do not have the ignition wire connected. If the truck is sitting still for a while the belts also lock, but unlock immediately when you turn the key on, if that wire is connected. My guess, for who knows what reason, is Dodge made it so that opening a door also releases the seatbelts.
I have not had a chance to test this in my 99 yet. There was the threat of rain yesterday so I didn't leave the 99's windows down so I could check the belts before opening the door. I'm pretty sure I would have forgotten, and then it would have rained...
I thought about the doors on my 96, but I don't know if they are isolated, as in if one door opens doesn't it feed through the same circuit as the other door? I know the 99 has a BCM, so the doors are probably isolated in that case, but I don't know if the 96 has a BCM. Did you wire to each individual door?
Perhaps it doesn't matter, as long as I turn the ignition on before I try to put the belt on.
