new flash for ecm

Just took my truck in complaining of bad mileage(10-11mpg), and was just told that they flashed it. I had taken it in before for the reflash, but my serial number didn't require the flash. Now I'm told that there was a new TSB flash just released last week. #ad
Hopefully, I'm getting better mileage now. Just so you know I have a 99 QC 3500, auto, 3. 54's. It is a welding truck and is near or slightly over GVWR, and gets driven at 65 or 70 on the highway. It has 26000 miles on it, so it's broken in.

I am starting to think that they just gave me the 18-11-19? flash in order to shut me up, as I have a friend with a 2500/360 auto combo, packing around the exact same thing as me who can get 12 mpg. Doesn't make much sense to spend $6200 for the diesel option if all I get is 10 mpg. (except for the power potential and the cummins grunt #ad
)

Better yet, they are required to put a sticker under the hood with the Flash Number on it. What is that number?

I had my engine reflashed and I still don't get good Mileage this is what I am getting Unloaded with a cab high Shell Flat Ground Freeway and Highway 65 mph 4300 Foot Elevation. Temperature Ranges Bettween 100 and 20 Dedgrees.
