Clipped does two things.....
1) It basically allows for more top end flow on the exhaust side.
2) lightens the rotating assembly.
The idea is that you find the right compliment that gives the required results. This being said normally one clips the vanes to improve top end performance at the sacrifice of low end performance. Usually a turbo shop will tell you that the lightening of the assembly makes up for the clipped vanes down low. This has not been my experience in real life.
Bottom line is don't clip the vanes if you are looking for bottom end performance!
