Attention: TDR Forum Junkies 
While holding the fuel shut off lever up, move the throttle till the tip of the gov lever contacts the plate. It should not get hung up underneath the plate, but rather hit just above the bottom of the plate profile. If it doesn't hit at the right spot, look on pdrdiesel.com for the tech section and look for gov lever adj.
