Archived 1998 12v won't turn over -- air in fuel?

I have a scaner but can not find the plug. Any one know where it is on a 99 3500 crewcab 24vTD . I have looked and felt under the dash,four times . whent to Auto zone they said around the stering column ,I look felt and look four times still can not find it . Need some help here.
 
The receptacle should be on the right side of the steering column about even with the accelerator pedal and just under the lower edge of the dash. bg

Maybe this will help ya out this is what it should look like. Look in line with the ashtray several inches below it. Its easiest to see if your standing just outside the driverside of the truck if your sitting in the truck its difficult to spot.

wow I think I found it just a you fellers said ,It was hidden behind a brake controler I put on in 1999 along with switches and wires for a fuel gauge on a post attached to the ashtray and a togle switch for the shift mounted pack brake switch. I will take the brake controler off as the manual control is missing . I have a new control I had for years still in the box . I think I will do this in Am soon as it warms up its cold here in Louisville and I have to work in the drive way (blocked by trailer ) . Thanks for all of help . Ron
 
well I removed the brake controler mount and moved the controler out of the way . I tried the code reader got a no link message did some thing wrong ,I think . So Took time to remove the fuel filter it was clean ,I had a new one from Cummins but it was the wrong one to tall and the gasket was round and thin ,I put the old filter back on ,I found the casket was swelled and couldnot remember if it whent in side the canister or on top ,tried to push filter with casket into the canister then just put it on top of the canister in the grove of the plastic top of the filter . I guess its ok truck started ok . I used the plug to veant air from the canister while cranking . Took plenty of cranking to get it running . Runs fine up to 14 hundred rpm , could it be the wast gate stuck closed . How to check it . I will check for codes to marrow . and clean the Ait and map and check voltage . I will have to get a six gal can of fuel as Im almost out of fuel in the truck and can drive it as it is . Again thanks for any help . Ron In Louisville KY

If the WG stuck closed you would have too much boost. Yopu will never see even close to normal boost trying to free rev the engine. Put it in gear and stand on the throttle and see what it will rev to and if boost comes up.

From the sounds of it, lack of fuel or an injector pump problem. Fill that tank at least half full with good clean diesle heavily treated with 2 stroke oil and Power Service. Get yourself a new fuel filter and fill it or the canniste with Sea Foam. Start it up and let it idle for a couple minutes to move th sea foam thru the system. Shut it off and walk away for a day. If there is something stuck or plugged thta should loosen it up. If not, likely time for an IP.
 
Ron, I would have to agree with cerb you really need to get some good clean fuel in there along with some treatment. As long as its been sitting, its a good chance youve got some algae or even moisture/condensation if the tank is that low.
 
Yep I would say make sure you don't have some water in the fuel. If you cracked open your fuel filter, and still got it to start after that, then your lift pump should be good.
 
I pulled the fuel filter was going to chang it It looked clean but was still going to change it ,the new filter came with a thin round gasket and was a quater inch longer ,I used the same filter after cleaning out the canister used the same gasket had a time deciding how to use it as it was sweled up could not remember if it whent on top or in the canister wound up puting it on top of the rim in the gruve of the filter opend the pliug on top of the filter cap to the right . Got it started after running the battery down and recharging started after ruff start . Still only 1400 rpm . will try some new fuel and add somd diesel cleaner as suggested . I will try to get the codes that must be present now I know the ABS and cruse control ,and light is on that can be taken care of later though. Just wan't to get it running so I can get it the shop or do it my self . Ron in Louisville KY.
 
i put in new diesel and four oz on cleaner ran it eng after a short starting ,but still runs only 1400rpm I let it warm up then cut it off and will let it sit until twelve tomarrow. Will get the codes at that time too. I found a short hose under the crowling or over hang it was next to two eledtric connected to gether drivers side it had a short (2inch)hose attached to a fitting (plastic) the hose was rotten looked broken off The fitting is round with yellow and black plastic the fitting has a second hose about two inches connected to the vacumn lines tunning under the overhang ,could some one tell me what it is and it could be causing my problems. Hey Ron, does the lines your talking about look something like this? Just trying to get on the same page as you. The ones in my hand are for the heater controls, theres also one that goes down behind the engine and on top of the trans to enable 4 wheel drive.

The one on the left is it looks like it where dose it go to ? Ron I guess thats why the heater door will not work Heat or cool . I don't have fwd so no second line . Forgot to add P. S

Im away from my truck until later tonight I will have to double check but I think that one comes up from the vacuum pump and supplies the other lines with vacuum. I will verify that later tonight to make sure, unless somebody else can sooner.

Either way, I dont think there is anything cruicial to making your truck run properly, its mostly just for stuff like heater controls and 4whl drive act, things like that.
 
Just used the code reader and it said two codes . One P1689 second one was mil on hope some on can tell me what it means all code listed start PO abd three numbers . have to go now wife to dentist
 
1689 means you have a companion code. I'm hoping it's not the dreaded P0216. Injection Pump timing failure. That would be bad! But you do need to figure out what the other code it. If your code reader won't read the MIL on code, then you need a better reader. I have seen trucks with bad injection pumps that won't run faster than a certain RPM. But it may be a MAP sensor code too. You just need to get that read so we can help you.
Those are Vacuum hoses and only control cruise control and heater/ac dash to feet to window. Still needs to be fixed buy has nothing to do with your problem.
 
With a 1698 and no rpms it is likely time for a new VP-44. If your lucky it will throw a P0216 so you know for sure its the pump otherwise it will keep you guessing. You will need a scanner capable of reading the companion codes to know for sure what is there.
 
With broken vacuum lines your Pac Brake might be in the closed position. I wouldn't think that your VP died from non use. Like others have said, make sure your intake and exhaust are open. If it was running fine when you quit using it, I would say it is somthing simple that is being overlooked.
