No brakes on trailer

I have a 2014.Dodge with the brake controller.The lights work on the trailer but the brakes do not.Sometimes it shows trailer not hooked up on the evic I have tried light electric and heavy electric.Its a cornpro trailer and I took the wire off the ground and scrubbed with a wire brush.

Have you confirmed the trailer brakes work on another truck? If not that is the best way to confirm it is truck or trailer. Also if the EVIC says no trailer when the trailer is connected you have a trailer wiring/brake problem.
