Need help getting the security pin in western WA

Today I noticed my exhaust brake does not seem to be working. I am also concerned that the boost is low. If I hammer it while towing 9000# the boost indicator only gets to about 1 tick above half scale before the transmission shifts, RPMs and boost level drops. No MIL, but I haven't plugged in my reader.

My dealer replaced the actuator a few months ago due to a coolant leak. Could these be related? Searched the archives but mostly talking about tuned trucks. As I understand it, Mopar parts installed by a dealer are covered for 24 months for parts and labor, so I hope it is the actuator and not the turbo.
 
It sounds like your actuator has died. A lot of dealers will want to replace the complete turbo for a bad actuator but you may get lucky as they just did it so may treat it as the part they replaced failed. I would argue with them that it was infant mortality of the replacement part if they tell you that it needs a complete turbo.
