in tank lift pump not working. also bully dog raptor transfer pump not working I have power to raptor but still no fuel pressure. could in tank pump failure cause raptor to go bad? any suggestions

I had a no fuel pressure issue last year. I thought my fass was going south. It turned out to be a crack in the fitting where the fuel line goes into the tank. They fixed it by bypassing the top feed and installing a sump in the bottom of the tank.
 
yes 4 wire plug and I used to here it come on momentarily when I turned ignition on. with all the posts I read the raptor comes in 2 version 1 with and 1 without in tank pump I bough the truck almost 4 years ago and it came that way. was told by previous owner that ha adjusted raptor to 23psi and It showed that on fuel pressure gauge. now no sound from tank pump and no pressure on guage
 
I had nothing but problems with raptors. First one came on truck FFRP. Second one FFRP fail but warrenty. Third one was relocated down by tank. FAIL....

Turns out the voltage is regulated through the computer. Upon testing the start up voltage was correct but running voltage was low inturn drawing amps frying the pumps. The starting voltage pulses full voltage along with half voltage at first to aid in hydro lock hot start scenario. Once it sees revolution from Crankshaft it turns to full voltage. Try testing your voltage at the lift pump connection with key turned to run and then the key turned to run with a bump to the starter. You sould see a pulse of 12v then a drop to a lower voltage untill the starter is bumpped. If erratic voltage after starter bumpped; the internal cumputer regulated voltage circuit is becoming compromised. Dodge (not Cummins) did some funny things on our year trucks. Regulating the lift pump voltage through the Engine Control Module was one of them. The circuit can become compromised.

I ran my new fuel lift pump on a hot relay triggered directly off ignition eleminating all the fancy mopar electronic crap. Simple, redundant.
 
First off you should only run one pump either intank or external pump if the intank pump fails then it will block fuel supply to the external pump which could fail due to lack of fuel
So first thing is you need to verify the intank pump is working or not if it's failed then remove it from system and run a external pump only
