I once thought I had a terminal gone bad and was getting ready to start tearing into things, before I found a small spider web. A cut-down fingernail emery works ok to clean up the plug. Look for the easy stuff first. Mark
On my 04. 5 and on my 05 there is a separate set of fuses in the fuse box for the left turn and right turn... so there are a set of fuses for the back of the truck... and a second set for the trailer plug... and in fact there are a full set of fuses to protect the trailer plug and its wiring... I'll bet its the fuse... I also have a brush for cleaning out the barrel of a . 17 rim fire rifle... . I put that wire brush on a drill motor and use it to clean out the plugs... I than coat the surfaces with a dielectric grease...
Make sure what ever blew the fuse doesn't do it again. The power is supplied through a circuit board that will eventually burn out a trace if overloads happen too many times.

A friends '03 doesn't have power to the 12v terminal on his receptacle and he tested all fuses. His was a dealer add on and he suspects they never connected the wire.
