I see the front (Home Page) add states the power and torque is much different than the specs given for the 2007 trucks in the Diesel progress magazine.

For the record, the school buses are 220 hp. I have never seen any bus applications over 230HP

Companies order equipment to their need. I drive for Fed-Ex and we get the nice Volvo trucks with the signature series Cummins... but do they get the 500 hp?... No, they turn down to 350 and limit to 65 MPH... so your bus co. might be ordering to what is practical.

the bus company i worked at told me it is a dot thing can not get to much horsepower for a schoolbus

The CC get the 305 hp and the pick-ups get the 350hp ( with the autos)
