He does have od just not under wide open throttle, it IS NOT an install issue, if it was he would have no od at all.
Dont take my word for it,those of you with shop manuals, if you look this up you will see that the pcm controls overdrive and lockup engagement.
I know a lot of Dodge Ram owners dont like to go back to Chrysler for reflashes.
60% of the 98 1/2& 99 Dodge rams i work on get the reflash that covered under the technical service bulletin 18-02-99 , it is so common for us that i have made arrangements with our local Chrysler dealer for special pricing.
When I worked at BD that tsb was handed out with every vb, and Banks gives this same information when they sell their automind, which is tapped into the lock up wire(orange with black stripes).
This might come as a shock to some to some od you drag racing your diesels, the earlier Dodge Rams would not even allow a shift into od under full throttle. The pcm was programmed to not allow wide open shifts into od, and guys were tapping into the brown wire(od wire)so they could manually control od for drag racing purposes.
A word of caution guys,transmission diagnostics without knowing all the symptoms is very challenging and can sometimes lead to mis-diagnosis.
