Yes the EVR (electronic voltage regulator) has been known to go bad but since your ESS is not sending a signal to the PCM you need to find out why.



Are you getting voltage to the ESS ( it should recieve 5 volts from PCM)?



Do you have a ground? One of the three wires is a ground wire if not getting ground you need to add a remote ground wire.



power wire=violet/white

ground wire= black/light blue

signal wire= gray/black



I just checked the wires and have



power wire=violet/white ======= 5 VOLTS

ground wire= black/light blue === 8. 45 VOLTS

signal wire= gray/black ======= NO READING WITH ENGINE RUNNING

Should I be getting any kind of a volt reading from the signal wire
 
You should try the scanner and see if you get codes off the PCM.



With the engine off I doubt that the ESS will send any signals to the PCM.

Engine would have to be running to have a signal sent. If you think you can do it without injuring yourself go for it ( see if it is sending a signal). The voltage should not be more than 5 volts.



As LandShark states the PCM mite be the problem.

The only information the scanner gave me was the PCM is not recieving a signal from the ESS



I checked voltage reading back at the PCM plug. Is there a way to accurately check the PCM?
 
You should not have 8. 45 Volts on the ground wire. Grougds should read 0 Volts, or something very close to it. Add a redundant ground to the crank sensor wiring to see if that fixes it. If it does, find and repair the bad ground.

What I did is put the positive lead of the tester on the positive battery and then the negative lead on the ground wire for the ESS and it read voltage. Is that normal?
 
Yes that is normal but the 8. 45 volts isn't. It should read 12. 5 volts. But since your alternator isn't charging your battery mite be low on voltage.



Your problem is the ESS (or wire to it) you should have signal with engine running.



My recommondation is to replace the ESS.

I believe that may be about all I can do for now. I will go ahead and buy one at the dealer Monday and see if it solves the problem. My dealer has on in stock and it's $114. 00



What is the recommended space between the harmonic balancer and sensor?
 
robbiesworld, if you don't have that type of guage 4 or 5 business cards will do the trick.

If you got time I think you can get from TST,Piers ... for less of course you would have to wait to have it shipped (plus you mite have to pay shipping. )



Besides while your at the Dodge dealers you can pick up 5 business cards.

I just remembered that a dirty tip of the Intake Air tempature sensor can cause the "wait to start" light to stay on.

You will have to take it out of the manifold and clean the tip with rubbing alcohol then re-install.



From drivers side fender looking at engine the Intake air tempature is located about 6 inches to the right of the intake heaters.



Hope the ESS did the trick.

OK well sorry for the delay. I made the mistake of forgetting about my poor Dodge for a while. I bought an ESS today for $78. 00 through my buddies shop and installed it. I hopped in my truck expecting it to not change anything... . guess what. . it solved my problems!! btw I used 5 business cards to space it out from the balancer. I GREATLY appreciate everyones help with this problem. I am sure I will have more in the future.
