Engine/Transmission (1998.5 - 2002) No wait to start or fuel pump working

I have a 1998 24v and recently replaced lift pump and all was good... now I have no "wait to start light" or lift pump working so I am looking for help as to where to start looking!
 
check fuses and grounds. try running the pump straight off a jumper wire. The wait to start is controlled by the ecm. not sure how to check it.
 
ECM - engine control module mounted on left side of block below fuel filter controls wait to start light and fuel pump. PCM - power train control module on firewall behind air filter does not control wts light and fuel pump had a similar problem years ago got a eco from a 01 and flashed it with a smarty. Early elm's 98 99 had more problems so try to find a 00 or 01 and have it flashed to fit.
 
Disconnect batteries for 15 minutes. *If that cures the wait to start problem, your ECM is beginning to have a problem.
