Thanks for the input guys. I have an extra Automeeter gauge that is off of my rig that I know works. I'll try it today and see what happens.
The noise is definitely coming from the gauge itself. It flutters/vibrates throughout its range. Only slightly at low boost, but quite noticeable at higher boost levels. I wouldn't't think that Banks would sell something that acted like this, having a reputation for high quality parts. I think it would really annoy me after a week or so seeing the needle twitch and having to listen to it, especially for how much $ their stuff costs.
Dave - I'll tear the head apart and check the gasket and valves.

Maybe it just has too many valves.
Bob - If all else fails I will check for cigarette paper over the end of the tail pipe.
MikeO - Thanks for the idea. If its just the nature of the beast I might have to give that a try.
On a side note, the rig has a K&N filter, straight pipe, EZ box, and 300hp injectors. I thought that an over valved rig like this would really move. But, the ol' 92 still has it beat pretty good. Oo.
