Engine/Transmission (1998.5 - 2002) not enough fp

ive tried it all on a 01' new supply pump new filter new

overflow valve even run aux fuel tank idles at12psi

wot no load 4psi and below thought i had a bad supply

pump put the second new carter on same thing the truck

is bone stock what next????? ps does the vp regulate

psi in the pump

check restriction throught the fuel lines and in tank filter.

i believe the VP is 14 psi
