Engine/Transmission (1998.5 - 2002) OBD codes ?

Wonder what was the first year that the P-Codes were available on the odometer window with the Three key click operation? I have a 99- 2500 4x4 and am suspecting a VP-44 is acting up or is nearing the end on its life at 160K, but could be another lift pump as the fuel pressure is irratic and I will be installing a frame mount Holley Blue and filter also on the frame next week.
