Have him check for Diagnostic Trouble Codes. If any have been set, this could offer a clue as to where to start looking.
In his 2001, he can turn the ignition key as follows and watch the odometer window for a "P" code: RUN-OFF-RUN-OFF-RUN.
More questions:
Has it always done this since he's had the truck, or did it just start?
Assuming it started happening at some point, did he make any repairs prior to the start?
How cold, and how warm, does it have to be when it does this or doesn't do it?
Has he ever had the PCM (Powertrain Control Module) replaced or reflashed?
