Good Morning, been a while since I have been here.
I have a fuel leak, and determined it is
coming from the fuel filter cap. there is some wires going through the cap, and the fuel
is leaking through that hole. Tkhe service manual says those wires are for the 'fuel heater'.
My climate does not require heating the fuel, so can I just plug that hole?
Don't want to disrupt any other systems.

The fuel heater is mounted above the pre-filter screen. Have you changed or cleaned yours? At any rate you can remove the heater and discard it. It doesn't matter how cold the climate is where you live. They are a source for leaks and don't really work.

For some reason I read 1994. Yup, the '99 is a completely different animal. You are correct.
