I was looking at my turbo the other day when i noticed an oily film on the fins as well as behind where the silencer ring should go. First time diesel owner is this normal? Also i am getting some negative pressure in my fuel tank. Will this hurt my injector or lift pumps and what might it be?

As far as "negative pressure" in your fuel tank goes,my 99 made a sucking sound when I removed my fuel cap. Turned out a shipping cap on tank was never removed at the dealer,thus creating negative pressure and collapsing my tank. They replaced the tank and the L. P. died at 18,000 miles. My conclusion was that the unvented tank led to the premature death of my L. P. There are some threads on this subject. Check um out.
 
Don't worry about the oil film unless it gets "wet". Just check it when servicing the air filter. A little seepage is normal. Get the FSM for your truck and check the fuel tank venting to be sure it's working proper.

On my 98. 5 275K i got oil on the silencer ring and fins. A little tiny puddle of oil right in front on the silencer ring. She seems to run fine though.
