Friend of mine has a 1996 3500 Stock except about a year ago he had a new Fuel shutdown solenoid installed.

When it is cold out and prior to engine warming up he has to pull the lever up to get it started. Once motor is warmed the solenoid pulls up fine?

You might look at cleaning the battery terminals. I've seen a few posts lately about electrical things not working properly because of dirty terminals not allowing full voltage. If it's only happening when it's cold, it could be that the heater grid is pulling all the voltage and not allowing enough current to the solenoid. Just a thought.

There are two small wire attached to the driver side positive terminal. One of these wires supplies power to the shutoff solenoid and yes, corrosion there can create a no start situation.
 
Another thing to look at. Wouldn't expect this on a one year old solenoid but the symptoms are there, i. e. pull it up when cold, works fine when warm. It might be the rubber boot on the bottom of the solenoid. They can come apart and get jammed into the plunger spring. When stiff and cold the solenoid can't pull the plunger up. Once the engine is warm and the rubber is softer it will start fine. New boots are available but I just took mine off completely, put a coating of anti-seize on the plunger and all was well.
 
sorry yall. but screw all that. mine went out after 1 year as well. so i eliminated it!!!!! ill never havea deal with it again.
