intermittent shifting into OD OverDrive

We did put fuel pressure gauge on top of filter instead of at injection pump.

Did you pressurize the fuel line from the tank and look for air bubbles at every fitting between the tank and the lift pump? I apply low pressure air (about 15 psi) to the fuel line that has a connection on the frame near the transmission. One one occasion there were bubbles at the elbow that connects to the pump. I had to remove the pump and tighten it more (it has a pipe thread fitting). On another occasion I found the seal going into the pump at the top was faulty. This picture is in Joe G's write-up. It is Cummins #3923194. This part is not called out on Cummins Quickserve.

Only have a connection at the module at the tank and direct to the pump. We have LarryB's barbed fitting on pump and fuel heater is compleatly out of the loop. We have not tried pressure at tank yet. Could we disconnect return line and plug it and pressurize tank at return line fitting. The truck has a flat bed so tank fittings are easily accessed. The line your showing is no longer used.
 
I suppose you could try disconnecting the return line but that is just added work. Simply pressuriing the line to the lift pump is all you need to check.
