Are you low on power also?

Could be a dirty air filter or restricted exhaust. I see you are from Cali. Do you have CA truck with the EGR setup on it? It could part of the problem also.

Could a Fuel injection pump timing issue. Timing could be retarded.

I helped a friend with a '97 that had a similar problem. The fitting to the AFC was plugged up with soot from the EGR. Try cleaning all the fittings involved and make sure boost is getting from the turbo to the AFC.

When I replaced my intake with the Bank's Twin Ram there was over an inch of soot in the bottom from the EGR blocking the AFC. I was showing almost no boost and fuel milage was getting bad. The EGR takes 20 HP and 40 ft-lbs of torque off the rating for the Calif equipped trucks.

I would pull the intake and clean it out. Use JB weld to fill the needle housing of the EGR valve and block the vac line from the solenoid, or remove it. You might start getting a '32' code but that can be eliminated using a relay and resistors in place of the egr solenoid.
