The Adgan parking lot?
Some thirty years ago the Israelis responded to the killings at the Olympics with a program that might be the model for some of our thoughts and actions in this case. They put hit squads into the field (Europe in this case) with orders to track down and kill the people responsible. It took them years, but they did it. They rained terror on the terrorists because no one knew who was going to get it or when. Their acts could not be turned into effective propaganda against Israel.
Although it is widely suggested that Islamic soldiers take glory in suicide (certainly some have been taught to do this) the Koran is much more restrictive in it's actual approach. Islam in general is not the problem here ... a particular culture that resides within Islam (and branches of Middle Eastern Judism, and Christianity) is. As much as a clear cut target is necessary (and I believe one will be found, although it may not be a single government or perhaps any government at all) Afganistan may be a problematic place to start.
The Taliban was partly our creation (though we've been regretting it for years) they were organised originally to fight the Soviets. Afganistan is still in the midst of a civil war ... so there are people resisting the Taliban with their lives. It is a country that is the opposite to Iraq in many ways. Hugely mountainous, riven with deep caves, it is built for resistance to invaders. The Afgan people are VERY indivdualistic and not oriented toward any government (this may be why the Taliban, with it's religious message has been somewhat more successful in controling parts of it). In the old days the only thing the Afgan's liked better than shooting a tax collector from Kabul off of his motorcycle at 800 yards was doing the same to a Russian. In some ways they are very like Americans.
I, like many of you, believe that there is a connection between some, if not all, of the Taliban rulership (does anyone know exactly how their government is set up?) and Osama bin Ladin. But I wonder sometimes if OBL isn't the Dino DeLaurentis of disaster ... in other words, he may "produce" someone elses terrorist act by financing, or logistics ... contracting services, without being the guy that thought it up. So, of course we should knock the guy off, but let's not make this situation so simple that we don't keep out eyes open to others that might be involved.
When we ask governments to "give up" terrorists that they are hosting, we must also consider if that action is possible. It was common for groups like Hamas (and the IRA) to come into a house, put a gun to some kid's head and tell the mother or father that they were going to use the second floor of the house for a sniper or rocket attack. Asking "the Palistinians" to give up Hamas would be like France demanding that the US give up the Mafia. Noble, yet impossible. Although they spout a lot of the same retoric as OBL, it's possible that the Taliban has gotten as screwed by this thing as the Palistinians. Someone just put a big target on their heads and they can't be happy about that ... before you object to this line of reasoning please remember that both are locked in life or death struggles with forces much closer to home and don't need the most powerful nation on earth pissed off at them.
I think that our government needs to hit every possible angle of this thing. Grab the Israelis and the Palistinians both by the scruff of their necks and tell them to knock it off ... get that political equasion out of the way so no one can claim it as an excuse for future terrorism (or at least to make it a harder arguement -- peace there is a 50 year effort). All active terrorist groups should be targeted (the "let God sort them out" approach) but very specifically so there is as little collateral damage as possible. This potentially means assasinations but also means freezing assets, out and out stealing (We have people in this country who can rip off anything, I say put them to work!), then add programs to aid (not so much with money as education and work opportunities) kids who might grow up in a terrorist environment. --- This is the place that Israel has been screwing up for years. --- If you live in the Alamo you have nothing better to do that fight ... if you have something to lose you will think long and hard about taking up a gun or strapping on a bomb. We seem to believe that these suicide troops are common in the middle east (and they are, compared to here) but it is still a small minority who can be manipulated into doing so (note that a lot of the "suicide pilots" seem to be related ... perhaps the thing that has motivated them is particular to those few families).
I find my self a hawk in this situation, but a careful hawk. I don't want a scapegoat. I want the A-holes that did it! I don't want to feel good in the short run. I want to be confident in the long run. Whoever did this had an operatic sense of theater. Whatever we do should be more creative and surprising ... though not necessarily "bigger. "
Above all we must not be so predictible that we fall into their trap. This was done to get a response. We must ask ourselves why. If massive retaliation against Afganistan allows someone to claim that the US is in a war against a religion, and that gives the terrorist a chance to have another government shield him when he pops a nuke in Tel Aviv or Chicago I'm not interested in hitting Afganistan full on. I want to do something that is different and unpredictable ... something that can't be conventionally defined. If the government can't think something up I know about fifty authors who can!
Mostly, I don't want the media to stampede our country right into a trap ... that is bad warfighting.
The Afgan parking lot? I wouldn't vote for it. The personal, Osama bin Ladin parking lot ... possibly. Better yet, one moment of realization when the cold muzzle of a pistol touches the back of the terrorist's neck ... that's good enough for me.
