2nd Gen Non-Engine/Transmission P/S leaking

My brother (TDR mem. ,no computer) has his '99 power steering pump leaking and the Stealer says it will cost him $507. 00 for them to rebuild it. Any suggestions on what to do? Also they say his vacumn pump is leaking,$254 to fix
