Can a Smarty Enable J1939 Communications on the ECM?

after installing the fass fuel pump this problem hasn't returned. . i think the lift pump was starting to go bad and couldn't keep up with fuel demand.
 
I have read somewhere about fuel filter/lift pump problems causing that code. Due to irregular fuel supply. FCA had to be changed on my Dad's '03 (had an Edge EZ on it till it became NFG). FCA solved the stumble rough running. You should have good fuel supply now. To solve poor connection issues try a smarty JR.
 
I have a 2006 3500, with 77,000 miles, that has tripped this code, P0148 a couple of times now. I have the Edge Juice with Attitude tuner. Each time the code tripped, I was into the throttle above 2200rpm. The first time while passing on the highway. The truck acted like it was starving for fuel. I changed the fuel filter the next day and the truck ran like new. The fuel filter was all gummed up. That was about a month ago. This time I bumped the tuner up to level 4 for some fun with a Ford alongside me. The truck took off, only to stumble and trip the code again. I am reading about the FCA possibly being the culprit. Is there any way to check this part out before I purchase one. The truck has plenty of power up to about 2200rpm and will cruise at 70 without a hitch, it is this stumble under a load that bithers me. I wanted to add, at idle there is an occassional stumble for a second or two, almost like the a/c compressor is kicking on and off. This happens every few now and then. Having been a tech for many years working on German Diesels, I can repair almost anything on the truck. I just need some help on where to start looking with my truck. I'm new to working on these.
 
TWest, I'm ordering a FCA. I changed the fuel filter again, it was black but not all gummed up like before. I unplugged the FCA, the truck started rattling like crazy but didn't stall out. I did find however what appeared to be fuel in and around the electrical connector. I also had one of those surges I described when moving the harness behind the plug. I'm tending to think the FCA is bad. Do they leak, like and oil pressure sensor will when bad? If so, I might have found my problem. Here's the kicker, I drove the truck in stock configuration and it runs like new right now. I'm still ordering the FCA. I feel dumb, what is COV, LV, and O?
