p1754 new ttva??

Had code 1754, replaced the TTVA and there is no differance. Still shifting to second at 2500 or so under light throttle. I cannot move the shaft that goes into the transmition with my fingers (the one the actuator turns), It jigles very little but will not move a significant amount. seems to me this should move easily? What should I do
