Please help before I blow this truck up

My neighbor has a 08 3500 with a 6 speed manual. The truck has around 150,000 miles on it. The truck is bone stock. THe check engine light came on yesterday and we found P2563. Can anyone help me with this? What are the fixes for this? Things to look at etc.
 
My 08 just got the P2563 code @ 44,000 miles. Never had any emissions messages or any indication of problem until the MIL. My truck was built 8/2007. The first fix is to clean the turbo, dealer did the cleaning and road tested and the code popped up again. The turbo was replaced, 2 new O2 sensors (had old style), and the EGR system cleaned. No more code. Your neighbor probably needs to replace the turbo, cleaning might fix for a short time but tech said not really a permanent fix. Several trucks have had issues again in a few thousand miles and turbos replaced never come back. Was lucky mine was a warranty repair.
 
Check and see if it was replaced under warranty if your neighbor bought it used. I thought the new replacement Turbo's have a clean out port or something like it, to enable the cleaning easier.
 
I would have a dealer dump service record for the truck and see if turbo was cleaned anytime. This is an as needed TSB repair, not a recall. The turbo was redesigned and, I believe, used on 2009 and newer engines. If needed the turbo was replaced under warranty, but w/150K it will be out of pocket. Before I would pay to have cleaning port drilled in original turbo and cleaning done I would seriously look at cost to replace. I think Dodge was hoping problem wouldn't show up until after warranty runs out and it might pay off since some trucks never have the problem until lots of miles. Mine is not a daily driver. Drive to town maybe once a week. Most miles are towing 10K plus 5ver or 600 miles plus roundtrip runs. Never saw any warnings about cat/dpf but was running slightly different as time went on based on 'seat of pants' feeling. Had scheduled to have it checked out and CEL came on a few days before service appointment.
 
Has anyone had any luck taking the turbo apart and cleaning it? My neighbor is a diesel mechanic so he isnt afraid to get his hands dirty. We have also discussed removal of all emmisions control and replacing the turbo with one from a 5. 9. Thoughts?
