Each of the relays controls a grid. What it looks like is that the control signal leaves the ECM, activates the relay and the return line from the relay coil goes back to the ECM. If the coil is not functioning properly, then you would get a low voltage on the return line. At least that's what it appears to do. You could measure the voltage on the grids. If you have voltage on one and not the other, then one of them is not working..... probably #2. Swap the relays and the voltage should move to the other grid. Could be as simple as the relay not being plugged in good. Problem is going to be turning the key on and measuring before the grids cycle. On a cold morning, it won't be a problem..... they will just keep cycling.
