Yes, but finding a shop that would do it correctly is rare. Years ago, we had that happen on a couple of very high mileage I-H 9. 0L engines. The shop we used in Dallas TX specialized in engine block repair. They heated the block in an oven and welded up the spot and machined it level. It worked and was an expensive repair, but cost less than a replacement block.

Coastal Casting Service in Houston Texas can fix that very easily. . I had a little Case engine fixed by having it metal sprayed by a competent local machine shop. .
