Engine/Transmission (1994 - 1998) Piers HX35-16 from a first gen

I have a HX35 with a non waste gated 16 cm exhaust housing from Piers that I had on my first gen. Will this fit on a 95 and is it any better than the stock turbo on the 95?

Yes and yes. Stock compressor wheel in the 95 hx35 is 56mm. Compressor wheel in Pier hx35 is 58mm. Also known as a hx40 hybrid.
