Portland area DEQ inspection

Okay, I'm moving to Oregon from Illinois soon, and I've been taking a close look at the emissions stuff in Oregon. According to the website and the PDF, based on year (1996+) I would be taking an OBD test, but they say:



"DEQ will do an OBD test on 1996 and newer gasoline powered vehicles up to a GVWR of 14,000lbs and 1997 and newer diesel vehicles up to a GVWR of 8500lbs. "



Now, these puppies have a GVWR of 8800. Illinois DMV isn't so bright, so my plate is current a "regular" truck plate (GVWR of 8000 or lower).



In Illinois, the emissions testing doesn't test diesel at all, so that's easy for me. What happens in OR? Am I exempt (because of the high GVWR) or do they perform one of the other tests?

I would also like to know about diesel emissions in Oregon. I may be moving there in the next year and sure would like to loose my cat during the move.



I have the test pipe in the spare room, but don't have the tools to remove cat and install. Since emissions and inspection is annual here in Denver, forget about any place willing to even consider removing a cat or to do anything which would help assist in removal. As soon as "cat converter"," loosen joints", or "remove" are mentioned in the same conversation they are finished and say there is nothing they can or are willing to do. Maybe I need to turn to the local members for some assistance, but don't know if it's worth the hassle since I would be doing "the ol swapping out" of the cat and test pipe in January when tabs are due. Maybe I just need to return the test pipe before I do something that will have me in hot water with the emission nazis's. :rolleyes:
 
I have owned 3 2500's CTD and never have had to take a test. So hope that helps you out. Oregon is very :cool: I love it here.
 
Do you live near Portland or the other area that requires DEQ vehicle inspections? It seemed like vechicle inspections weren't required in all parts of the state...

No I live about 4 hrs away. Cliff( dieselfreak) may know for Portland. I didnt think it would be different.
 
Nope, Portland's it... . smog bog. Although, I expect Eugene isn't far behind. Maybe you could consider living on the outskirts, to avoid the inspection.
 
Hey guys, I live in Oregon City which is basically a suburb of Portland. We are in the DEQ test area. Because the diesel is rated at 8600lbs and above we are not required to take the smog test. I just simply drive up to the DMV window every two years and pay my $35.



The DEQ test is a pain in the A$$. I've had to wait 2 hours once only to fail. In part, the DEQ hassel made owning 2 diesels much more attractive.

Good to hear no emissions testing. My next question is how much does it cost to licence vehicles in Oregon? I heard it was something like $50 every year or two. If thats the case then the move is looking better all the time. If indeed it is so cheap to licence vehicles and there's no sales tax, what's the down side. I'm sure the state gets their money out of the residents somehow.

Check out Vehicle and "Fees" section. Looks like even LESS than $50 if I read it right.



Of course, my NEXT question is, there appears to be a fee for "heavy" vehicles, which starts at 8000lbs. I can't tell if they're talking about empty weight or GVWR. Emissions clearly states GWVR, but if the "heavy vehicle" fee applies, it's like $100 more, which is bad. :)

Question for Sky or other Orgeon residents

I went to the Oregon DMV home page (Link posted by other member) and now I am confused and have more questions. I found nothing specific about diesel emissions, just some stuff that says in Portland area any vehicle 1975 model year or newer needs by tested. It then made mention of Medford area I believe and any vehicle 20 yrs or newer is required to have emissions testing. Is all this only for gassers???



Second question: What's up with the diesel fuel tax? the bottom of the DMV homepage has a link which talks about needing a special license to purchase diesel fuel for vehicles operated on Orgeon roads, keeping records of fuel useage, filing special reports, etc. Does this apply to RAM diesel owners



Third question, still could not find an answer to how much vehicle license/registration is. What are you guys paying for vehicle license renewal of your trucks??

I live in the Eugene area and there is no testing going on here.

In fact I was downtown the other week and there was some hippy event going on , so I decided to do some fumagating. Well I lugged it in 4 gear and smoked them good, only to see 2 city cops watching the whole event. No ticket , just big smiles from them !



35 buck every two years.



I'm paying 1. 41 a gallon. Filled up today

In Oregon a Diesel pickup pays the same as a family car for license tags , $35. for two years. No sales tax but we have state income tax. The heavy vehicle fee you read about is for commercial vehicles only, they pay a weight-mile tax instead of the 24 cents a gallon state fuel tax everyone else pays. You just fuel up at the auto/RV pumps and pay the listed price. As far as smog testing goes, I know a couple people with diesel pickups in Portland and they do not have to test them. :D

There is PUC diesel and non PUC diesel in Oregon. The difference is the state tax of $0. 24 per gallon. All the commericial big rigs buy without the state tax but they pay a weight mile tax. Rams fill up with the non PUC diesel, paying the state tax which is included in the pump price. No records at all if you are not commercial.

Registration renewals ONLY $35 for TWO yrs!! This is going to be a huge savings over what I've been shelling out. I'm looking forward to not having to bend over and take it up the... ... each year.



No emissions testing or inspection is great news, guess I will find a use for the "test-pipe" after all:D

Third question, ***I just got my vanity plates for my 3500. I believe I will pay $80 every two years. Standard plates run $35ish. Salmon plates run $80ish. Yes we have several plates you can choose from. ***
